my goal is/was 2.6GHz and above and thats what i will shoot for before i start really mass gaming

oh GOD this better work... lol im at the highest voltage i can set for the CPU trying to get prime not to fail and it hasnt for an hour which is good but... PLZ WORK OMG lol

you worry way to much about noise...
Anywho, im at like 30C lol idle (which I think is wrong bios reports 37C Idel. No good way figured to get accurate CPU temps yet... way to many censors on Smart Guardian and Speedfan has to be wrong.
This thing is FAST though, windows is up in about 30-40 seconds and this thing is still at 1.8ghz
I have alot of shit to work with on the case though, still havent figured out how to properly mount the HDD's or Opticals. Left the flopply out of the case for now. Will probably have to re route the wiring also.

the rubber clear things ive been talking about care called "Silicon Rubber Grommets" by the manual, if you look at the upper cage that you can remove, it already has these rubber things on the sides of those holes, try removing it and putting it back in to get the idea how theyre there in the first place.
youll notice that the rubber is 'cut' in two, one end thicker than the other.
look for similar rubber things in your screw bag thing that came with the case and insert them into the holes on the HDD cage (HARD DRIVES MOUNT VERTICALLY), for the bottom holes, put the rubber things with the thicker end facing upwards, and for the top holes put the thicker end facing upwards once again.
you then have these screws that have what looks like a washer as part of its head, its a big flat head and its longer than all the other screws, they are longer because they need to stick through the rubber and still be able to reach the HDDs. again, hard drives mount vertically. this should be enough for you to figure it out..
for the floppy you should see four screw holes on the BOTTOM of the drive, right? well they should line up with the four preinstalled grommets of one of the trays on the upper removable cage. screw in with the same long large flat headed screw.

heres a pic of my drives pulled out as far as possible since theyre still plugged in.
mimic this with your own rails that were on that side fan thing. drives are inserted from the OUTSIDE going inwards. push all the way until you hear a nice click

ok it seems the instabilities with anything above 250MHz FSB (even 255 didnt work!) are caused by bad K8/NB/SB settings, i may have been changing the wrong multiplier thinking it was the HTT! 
with 250 was supposedly 'lucky' that Auto set it at a stable multiplier. this doesnt explain how my changing of the 'wrong' multiplier matched the changes of the HTT speed reported by everest... oh well testing new all-manual loose settings and well see what we get XD

If you OC'ed the North and South bridges that far, youd notice the temp or would and SHOULD get a motherboard warning about the high chipset temps. I dont think thats it.
Accidently changing the northbridge to 250 should NOT cause the CPU frequency to change to 250 as well.

i still think its the chipset's fault, no idea what to do now though...
EDIT:
it couldnt POSSIBLY be the CPU, the highest stable speed is still using the STOCK voltage, it can definitely get at least that extra 100MHz. and RAM is stable 250MHz for sure but it can be on a divider if it cant do higher, thats ok. so what else could it be?

W00T! i pulled off stable with FSB at 261 :] gonna try higher later
lol i used lowest possible settings, CPU multi is 6, RAM divider is 100MHz XD
among other things, like i always left the SB>NB set to 200, but someone told me to do 261 along with FSB and i think thats the magic setting to make everything good to go
