Road Runner in my area just increesed our speeds for the same price.

Download
Old - 5mbps
New - 10mbps

Upload
Old - 256kbps or 384kbps
New - 1mbps

OK, here is the speed test taken this morn 3/18/07@8amEST.

Time Warner has been running fiber optics all over and still going. Its a race with Verizon Fios.
