Apparently, as I heard from aznherb, charter is one of those ISPs that watch what you do, and they mailed him a warning when he shared a movie.. so thats a risk.. definitely have to consider that

For computers, buying cheaply and often will only leave you constantly in a world of shit.
Taking all you said under consideration, AT&T would be your best bet. @$20/month with basic service may still turn out cheaper then your current connection @$57/month. Speeds might not be as good but a strong 2.5 mbps connection may be better then a weak 4mbps.

It seems I'll need phone as well which is $40 (?!?!?!?!?!?!?)
Btw I've determined that Charter is not an option as their reliability and actual speed in that area is worse than dial up with a rat nibbling on the phone line.

The DSL goes through the phone line so you need the phone service so they can actually activate the line? I have no idea, but we couldn't avoid needing the phone too for another house we got (to rent out) with AT&T DSL as well. Which btw when they first installed it it was like 9mbps or some pwner-than-DSL shit since it was fiber optic to the house or something but when I went two months ago it was lower than 3mbps

Needing phone service with DSL is correct, but $40 to activate a basic service with no bells and whistles is ridiculous. I say you'll have to choose the better of the evils, seeing there really isn't anything good in the package you gave us to choose from.
