start bar resets

i have my start bar set up and locked the taskbar the way i want (instead of me describing it, look at it here http://www30.brinkster.com/mannyace/blah/desktop.png )

whenever i restart or turn on the computer the start bar always resets the way it comes when u first install windows... its as small/short as it can be, no toolbars show, no quick launch... i always have to unlock it, set it up the way i like and then lock again, so my question is does anyone know WHY?

(inono why I'm asking this, but here goes) How do you shut down your PC?

And why the FUCK do you save your image as a .png? Dude.. that thing is 900,000 bytes! Make it .jpg!

boot, it has a repair install u can do, windows files are recopied and u dont lose anything
